The signal is in the verbs
Wednesday’s SBA announcement turned a statement into an MOU, a capacity registry, and expanded access to programs that already exist. The useful distinction is not the headline. It is what the document can actually do.
The MOU coordinates. It builds an inventory of small-business production capacity through the Civil Reserve Manufacturing Network and prioritizes defense-critical sectors. It does not create a new contracting vehicle or an appropriated dollar.
Counted is not contracted
The firms the speeches describe already have a path: SBIR Phase III lineage, delivery orders under ceilings, and financing tools that were already on the shelf. Registering capacity is worth doing. It is not the same as being on contract.
The capture move is to track the first binding artifact: a charter in the Federal Register, an appropriation, or a contracting officer’s signature. Until then, the commission can count you. It cannot pay you.
Public signals matter when they change the decision, not when they make the headline larger.
