What a CR actually does
A continuing resolution is continuity for work that already exists and a freeze for work that does not. Existing contracts keep paying; new starts, production-rate increases, and multiyear actions may need authority that has not traveled.
The Monday move is specific: write down the exact October action you need, then ask whether FY26 rates support it. If the answer is “we need an anomaly,” you do not have a Q1 plan yet.

The Senate vote was real. The conference is not. Two bills, two end dates, no signature. Recess did not move the NDAA. Treat the signed text as the decision boundary.
